Basic Candle/Fire safety rules?

My friend recently almost burned her garage apartment down because she carelessly and knowingly put a LIT candle on the FLOOR next to a sock which was next to a box which was full of styrofoam....oh, and she has curious cats that could have knocked it over but instead, the sock somehow caught fire which in turn caught the box on fire which in turn burned the styrofoam. subsequently she poured a few gallons of water all over her living room and now living with the wonderful smell. can someone please tell her some basic candle safety rules, she doesn't seem to want to hear what i have to say at the moment....
