Is it ok to wear a cap sleeve, tea length, black dress with sequined sandals to a 12 noon ranch wedding?

Its a slinky black dress with front and back ruching (or however you spell that...;) and the sandals are flat, sequined flip flops with long thin black straps to tie criss cross around the leg.
