Are all Liquor licenses unreasonably expensive?

I just came into some money (around 55k) I wanted to start up a small tavern in my home town (flint, michigan) You know some food and some alcohol. I just got my feet wet on searching but everywhere I go seems to say 100k or so...now my issue with that is, how the hell are these hole in the wall bars around with such high license prices?! Tell me I'm overlooking something
