Are Love and Discipline exclusive to one another?

Why do people want to judge God on His acts of punishing disobedience? Do we not chastise our children because we love them and want them to do right? We tell them not to do this or that will happen, and if we are faithful to our word we carry out what we've said when the rules are broken. God has His rules, don't do that or this will happen. Why whine when you get what He said would happen?
