Why is my right front car speaker louder than my front left one?

They are VR3 6 1/2" 3 way speakers, Im putting them in my 1998 Dodge Neon Highline, Im also not sure about the polarity, one wire is green, and the other is red AND black, possative? Negative? I know its not a amperage problem, because the right speaker is loud as heck, and no its not the balance knob, I turned it to the left and right and when it was on the left it sounded like scratchy crap, but the right one is like thunder, totally normal, Is it possable that one side of a cars audio system can not work? The back left speaker works tho, they all do sept for the front left one.
